National Guard Attack Has Major Ramifications for US Immigration

In November of 2025, a gunman shot two National Guard members in Washington, DC. One of the two soldiers later succumbed to her injuries, while the other survived with critical injuries. The incident has had a notable effect on the President’s outlook toward immigration, partly because the person who fired the shots came to the United States as an immigrant via a relatively obscure visa program. Trump Suggests a Hiatus on All Legal Immigration

Perhaps the most newsworthy statement in the aftermath of the shooting was uttered by the president when he suggested a complete end to legal immigration. His exact words were “I will permanently pause migration from all Third World Countries.”

The definition of “Third World” in this context isn’t clear. Theoretically, the US government could declare any nation imaginable a Third World country and ban all migration from that state. Going one step further, the president also suggested that only “reverse migration” (deportation) could solve the kinds of problems that led to the National Guard shooting.

The president has already taken steps to deter immigrants from certain countries. These include war-torn areas like Afghanistan and Iraq, places where the United States has had a strong military presence over the years. This presence arguably caused many nationals of those countries to view the United States with distaste.

The shooter who was involved in the recent incident was reportedly from Afghanistan and had worked with the CIA during the “War on Terror.” Some argue that preventing immigration from Afghanistan and similar developing nations equates to collective punishment.

The shooter also took advantage of a visa program that rewarded Afghans for aiding US forces. The program was intended to be an incentive, although the president now seems to believe that terrorists took advantage of it. Investigators are still trying to establish a motive for the attack.

The current administration is highlighting crimes and misconduct committed by similar refugees throughout the United States. Although this might not seem fair, it is something that many American citizens probably agree with. The true fallout of this incident is still unclear, and the Trump administration must convince the courts that immigration policy changes are constitutional.
